IMO examines Annex VI options
NEW YORK 01 December – IMO is considering four options to tighten Annex VI air emission rules, IMO technical officer Eivind Vagslid told delegates at the Fairplay Awareness Briefing in New York yesterday. He outlined revision options discussed at the 13-17 November meeting of the Bulk Liquids and Gases (BLG) Subcommittee in Oslo. They are (a) status quo; (b) a two-tiered cap decrease for SOx Emission Control Areas (SECAs), from 1.5% to 1% in 2010 and to 0.5% in 2015, plus a possible lowering of the global cap from its current level of 4.5%; (c) an industry-wide shift from residual to distillate fuel, as proposed by Intertanko, for a global sulphur cap of 1% by 2010 and 0.5% by 2015; and (d) global caps as in option C, but allowing the use of residual fuel provided that it meets the specified sulphur content or other mechanisms are used (such as exhaust gas cleaning systems) to create the equivalent emission reductions. The BLG sub-committee will reconvene next April, then submit its report to the IMO Marine Environment Protection Committee next July.Eivind Vagslid of the IMO provided an update on four options now being considered to tighten Annex VI air emission rules.
